Harvey First Community Solar Project

Power for the People!

Clean Energy. Lower Electricity Bills. Local Jobs. Community Prosperity.

Conceptual rendering of the proposed Harvey First Community Solar Project. Final design subject to applicable approvals.

Project overview

A vacant parcel, proposed to work for the whole city.

The Harvey First Community Solar Project is a proposed one-megawatt (1 MW DC) ground-mounted solar array on a vacant parcel near East 150th Street and Turlington Avenue in Harvey, Illinois. Evolved Living LLC is developing the project for participation in the Illinois Solar for All program.

The project is currently in development and under review by the City of Harvey. No approvals have been secured, and the final design, timeline, and community benefit terms remain subject to applicable reviews, permitting requirements, and final agreements.

Community solar lets households, renters, small businesses, and public buildings support a locally built solar array and receive credits on their utility bills — without installing equipment on their own roofs. That reaches the apartments, older homes, and shaded blocks a rooftop program usually leaves out.

Why it matters

What a community solar array could do for Harvey.

Every benefit below is proposed and depends on approvals, final agreements, and program participation.

Lower Electricity Bills

The project is designed so subscribers could save roughly 50% on the electricity portion of their utility bills. No rooftop equipment, no upfront cost, and no home ownership required.

Proposed benefit — savings depend on program approval and subscription.

Direct Financial Benefits for the City

A $100,000 annual land lease payment, a proposed 50% share of the project's net incentive payment, and reduced electricity costs for City facilities.

Amounts are preliminary and subject to final City review and approval.

Local Jobs & Workforce Development

Priority hiring for Harvey residents during construction and maintenance, connected to local training pathways and youth workforce programs.

Proposed — hiring plans are not final.

Neighborhood Revitalization

A long-neglected parcel becomes a maintained, fenced, and insured site that generates tax revenue and supports nearby property values.

Clean Energy & Environmental Benefits

About 1,600,000 kWh of clean electricity each year, avoiding roughly 500 tons of carbon dioxide annually.

Community Investment & Opportunity

A locally sited energy asset that can help fund workforce and youth programs in Harvey.

No formal partnership with THRIVE is in place.
